"Mass reporting someone might sound amazing, but the System is fair. If it was found unguilty, then those who mass reported would receive a warning. Worse, if they all belonged to the same faction, heavy punishment would be imposed." She continued. 

It was not the first case of someone deliberately trying to use their numbers to mass report their enemies. After all, as long as the System discovered even a tiny bit of flaw, the report would be considered valid and the reported player would be finished.
